In middle of October, 1738 of V.N.Tatishchev arrived to check up, how there wass a construction of city, and saw, that actually the city was more beautiful, than it was represented him.

At the end of one summer of 1738 Stavropol already looked like a fortress and was the present city on those times. But a sad picture Tatishev saw when examined the arrived immigrants. Crowds of half-starved, almost undressed and dirty Kalmyk children were running across from one tilt cart to another, as though finding themselves food.In the summer Kalmyks arrived on new places on courts on Volga, a coast on hourses and camels .
But in spite of on anything - Stavropol became the perfect city of that time.

It had the form of a wrong hexagon, in length 313 sagen, in width - 198, and in a circle - 378 sagen. For protection of city from attacks in it was put four batteries and have arranged two reduts. Three gates were made: Orenburg, Simbirsk and Wodyanie. Immigrants stretched the tilt carts in a wood, in several versts from the centre.
In 1739 the decree about names cities and fortresses by Stavropol May, 14 was published.
Kalmyks annually should be on military service to Orenburg under a command of the commanders from knights and have at themselves completely arms and equipment, down to a spare horse.
Stavropol was an internal fortress and city of the Orenburg province.
But Kalmyks lived not for long on a new place.
